Professor Miranda Stewart, University of Melbourne, President of the Congress

Miranda Stewart is a Professor specialising in taxation law at the University of Melbourne Law School and an Honorary Professor at the Crawford School of Public Policy, Australian National University. Miranda is vice-chair of the Permanent Scientific Committee of the International Fiscal Association and was previously Chair of the Asia-Pacific Regional Committee. Her most recent book is Tax and Government in the 21st Century (2022, Cambridge University Press).

Andrew Mills is the Chair of the Financial Reporting Council, a member of the Board of Taxation, a Principal Fellow at Melbourne University Law School and a member of the Tax and Transfer Policy Institute Advisory Board. Andrew is also chair or a member of other boards and committees. Previously, Andrew was the Second Commissioner, Law Design & Practice, at the Australian Taxation Office from 2013–2019.

Andrew has 40 years’ experience in taxation, including periods in the ATO, commerce and the tax profession. Andrew was a Director-Partner at Greenwoods & Freehills for more than 20 years and managing director of the firm from 2006 to 2011. Andrew was President of The Tax Institute in 2006–2007 and is a former Governor of the Taxation Research Foundation.
Andrew holds a Bachelor of Business, a Master of Laws and a Graduate Diploma in Tax Law. Andrew is a Chartered Taxation Adviser (Life), a Certified Practising Accountant (CPA), a Fellow of the Governance Institute of Australia, a Graduate member of the Australian Institute of Company Directors and a member of the International Fiscal Association.

Dr Niv Tadmore, Chair, Australian IFA Branch

Dr Tadmore leads the tax practice of Jones Day in Australia.  He has over 25 years of experience advising national and international clients on the conduct and resolution of tax audits, tax disputes, and large-scale transactions.  His practice focuses on tax dispute resolution, principally representing MNEs in respect of disputes involving international tax, treaty, transfer pricing and anti-avoidance matters. Dr Tadmore is president of the Australian Branch of IFA and was the founding Chair of the IFA Supervisory Board. He has also served as a member of key Australian Treasury and Tax Office committees, and is a member of the Melbourne University Tax Advisory Board and the New York University International Tax Program Practice Council.

Chloe Burnett SC is a tax barrister based in Sydney, Australia.  She has appeared in a number of significant international and corporate tax cases.  She is the Vice-President of the Australian Branch of IFA.  From 2018 to 2020 she was the Chair of the Recent Developments Panel at the IFA Congress.  She has a BCom/LLB from Sydney University and a LLM from New York University (International Tax Program ‘05).   Chloe teaches Statutory Interpretation as an adjunct in the LLM program at Sydney University.

Mr David Watkins, Deloitte

David Watkins is a Partner at Deloitte in Sydney and leads the Australian Tax Insights & Policy group. David has over 35 years’ experience in corporate and international tax across a range of industry sectors. David is the leader of the Deloitte Asia Pacific Tax Policy group. David has worked overseas for a number of years, variously in Malaysia, Singapore and New York.

In his current role, David is regularly involved in tax policy discussions and consultation with Treasury and the Australian Taxation Office relating to proposed legislative changes to Australian tax laws. David has been the Chair of the Chartered Accountants of Australia and New Zealand (CAANZ) Tax Committee, and a member of the National Tax Liaison Group (NTLG), being the peak consultation group involving the ATO, Treasury and the profession.

David has a particular focus on international tax and double tax treaties, has been a regular presenter at IFA events in Australia, has been a guest lecturer at The University of Sydney and is an Honorary Senior Fellow at The University of Melbourne.

David has a BCom/LLB from The University of Melbourne and a LLM from The University of Sydney.
